Walt Adams, Founder and Chief Executive Officer

Mr. Adams is a seasoned and highly successful business development and service delivery professional with 25 plus years multi-national experience in Federal, international, and commercial markets. He has in-depth knowledge and experience in Federal Civil, DoD, DHS, and Intelligence Community procurement and source selection practices including capture planning and managing proposal responses for large-scale GWACs, IDIQs, BPAs, small business set asides, sole source, and single award bids. Mr. Adams has deep subject matter expertise in telecommunications, netcentric IT systems, systems administration and network security coupled with a strong track record of developing technical, staffing, management and cost solutions/volumes for winning proposals. In addition, Mr. Adams has extensive experience qualifying and pursuing international business, including C4ISR support in Saudia Arabia, nuclear engineering support for Poland, telecommunications network deployments in Cambodia, global network and IT strategies for multinational pharmaceutical conglomerates in Europe, Latin America, Middle East, and Asia Pacific.

Over the course of his career, Mr. Adams developed his extensive domestic and international experience working for companies such as Teligent, the Federal Home Loan Mortgage Corporation (Freddie Mac), and James Martin Strategy. In addition, he has developed key business alliances and worked with numerous Fortune 100 companies such as General Motors, DirecTV, Deloitte Consulting, Warner Lambert, Schering Plough, the Navy Exchange, Nippon Telephone and Telegraph (NTT), and Motorola.

Mr. Adams earned his Bachelors of Science degree in Applied Mathematics and Computer and Information Sciences from the University of Florida.

Randy Jones, Principal

Mr. Jones is a retired Army officer with an additional 17 1/2 years’ experience of highly successful line management, business development, capture, and life-cycle proposal management as well as contract execution. His experience and expertise includes the identification and pursuit of new initiatives and market creation across federal, international and commercial markets. His pursuits and capture activities on large contracts include the IC, DoD, DHS, and DoS among others. Mr. Jones has outstanding skills leading and managing capture teams to include well-tuned teaming and negotiations skills. He maximizes corporate resources by careful integration of the broadest of technical capabilities and ensures coordination, synchronization across corporate contracts, subcontracts, pricing, and management offices.

Amber Adams is President of ANK Associates LLC, which provides consulting services to the government and industry. Ms. Adams has been working in consulting firms since her college graduation in 2017, providing support in a variety of tasks both internally as well as through direct contract work in Federal, state, local, and commercial markets. Ms. Adams has quickly established a strong reputation as a detail-oriented worker who is very deadline focused, delivering results with quality. Using these qualities, she has rapidly expanded her responsibilities to include direct contract work and corporate administrative and strategic projects in the environmental, defense IT service and defense aviation areas.

Ms. Adams started her career as an Associate at TechLaw, Inc., an established small business environmental consulting firm centered in Chantilly, VA. During her time there she quickly rose in the ranks to become the main researcher on a state government contract, assistant to a Project Manager for one of the company’s largest contracts, coordinator for the company’s pipeline meetings, and website administrator for the company while working directly for the Executive Vice President of the company. In her nascent career, Ms. Adams has already supported multiple Government bids, with values up to $900M. She managed relationships and provided efficiency through coordination between different divisions of the client such as contracts, subcontracts, pricing and management as well as other companies as part of her full life cycle capture support duties. Other duties included researching into potential competitors and teammates, tracking of teaming arrangements, meeting tracking or management, creating executive meeting deliverables for meetings and providing proposal support through submission.

Erik Andersen

Mr. Andersen is a senior proposal consultant with 30+ years of experience as a Proposal Manager, Book Boss, and Proposal Writer. He has played key roles helping to win $15+ Billion in business on over 100 proposals for his clients. Mr. Andersen is also a serial entrepreneur and start-up CEO helping to found, fund, and operate multiple firms to include ACUMEN (www.ACUMENsource.com) and WaterFleet (www.WaterFleet.com). Early in his career, Mr. Andersen spent 8- years of service in the U.S. Air Force as a Cessna T-37 primary instructor pilot, becoming one of the most experienced primary training instructors in Air Education and Training Command (AETC). He subsequently transitioned to industry at Beechcraft, Wichita, KS as the company’s Joint Primary Aircraft Training System (JPATS) Product Manager and Demonstration Pilot. At Beechcraft he wrote the Operational Utility section of the JPATS technical proposal and piloted what is now the Beechcraft T-6A Texan II to ultimate success winning the JPATS contract. The JPATS contract included manufacture of 900+ T-6 aircraft and associate Ground Based Training System (GBTS) for the U.S. Air Force and U.S. Navy. His pilot credentials include earning Air Force Senior Pilot Wings as well as qualification as an Airline Transport Pilot (ATP) and Captain type ratings in the Boeing 737 and Beechjet 400 business jet.

Michael Baier

Michael (Mike) Baier is a subject matter expert and technical writer with PRAXXS, which provides consulting services to the U.S. Government and industry. Mr. Baier served thirty-four years in U. S. Army as an intelligence professional and a Northeast Asia cross-cultural expert. On Army retirement in 2004, he continued supporting U.S. Defense organizations as a Defense contractor. With SAIC, he served as an operations manager for Defense Support to Public Diplomacy efforts which provided cultural analysis to develop Strategic Communication initiatives for the Office of the Secretary of Defense (2004-2009). Also with SAIC, he served as a Counter Improvised Explosive Device (C-IED) training planner for the Joint Improvised Explosive Device Defeat Organization (JIEDDO). From 2011-2015 with Leonie Industries, he served in Kabul, Afghanistan, first, as a Strategic Communication Campaign Planner and, then, as the Program Manager for the Military Information Support Task Force-Afghanistan, supporting the NATO HQ, International Security Assistance Force (HQ ISAF).

In his professional span of 45+ years, Mr. Baier has garnered nineteen years in the Asia-Pacific engaging U.S. and host nation (Korea, Japan, Australia, Melanesia) decision makers on national and regional political, security issues. He also has five years of U.S. Government Interagency experience on The Joint Staff responsible to the Chairman of the Joint Chiefs of Staff as the Joint Political-Military planer for Korea, and on the U.S. Ambassadors’ Country Teams in Canberra, Australia, and Port Moresby, Papua New Guinea as the U.S. Military Attaché. He has successfully commanded U.S. Army intelligence formations – 524th Military Intelligence Battalion, Seoul, Korea, and the 500th Military Intelligence Group, Camp Zama, Japan – that each included 400-plus military, civilian, and host nation personnel.

With his complementary military and contractor experience and his deep technical writing skills, he helps develop informative solutions which meet and exceed Government contract requirements, anticipate emerging Government needs, and capture Government/contractor best practices. His recent proposal technical writing experience includes the three separate RFP releases for the $100+M U.S. Army Intelligence and Security Command (USAINSCOM) G-3 Training and Exercises task order (G-3 TREX). He was a primary technical writer applying his experience with, and understanding of, the Army’s Learning Development processes to meet current, new and evolving training needs. First two releases withdrawn following protests, the third proposal was award the TO. He was also the proposal technical writer for a $700+M U.S. Army contract for the U.S. Army Intelligence Center of Excellence (USAICoE for the Huachuca Training and Support Center (HTASC) for multi-discipline intelligence training. He made major contributions in: drafting the program management plan; completing Key Personnel resumes; drafting approach for individual performance management linking each member in the 760-person contract to the USAICoE mission. In another example, he was the proposal technical writer for a $20M U.S. Army Intelligence Information Services (DAIIS) Intelligence Operations Support Services task order. He was the principal technical writer for complete task order solution.

Mr. Baier graduated from the University of Wisconsin-Oshkosh (B.A., English), and the University of Southern California (M.A. International Relations). He was the U.S. Army post-Senior Service College Fellow in the U.S. Department of State’s 40th Session of the Senior Seminar, the Department’s Executive Development program for senior Foreign Service Officers, and he was a Senior Service College Fellow at the Korea Institute for Defense Analysis, the premier research center for the Republic of Korea Ministry of Defense, Seoul, Korea. Mr. Baier was a 2019 inductee into the U.S. Army Officer Candidate School Hall of Fame, Fort Benning, Georgia.

Ms. Black has a broad experience base, having worked in federal government contracting and commercial consulting for both large and small businesses, including US and Internationally owned firms. Ms. Black has experience with both services and product focused proposals across a variety of contract types including standard contracts, Task and Delivery Order IDIQ vehicles, Other Transaction Authority (OTA’s) and Broad Agency Announcement (BAA’s). During his career, Mr. Blair has compiled more than 23 FTE years of proposal experience. In the proposal arena, he has variously served as proposal manager, volume manager, proposal writer, solutions engineer, and program manager. He has led or assisted in the development of more than 160 proposals for programs ranging in value from $1M to $15B+. His proposals have been for a wide variety of products and services in a number of areas to include Information Technology, Defense Electronics, Aviation, Education, and Maintenance. Don Bowers

James D. (Don) Bowers has thirty-four years of professional experience in developing cybersecurity, RF communications, SCADA networks, and physical security solutions. This includes all project life cycle phases from requirements, architecture development, design, engineering, and operations. Mr. Bowers has twenty-seven years of experience specifically in the field of cyber/IT security architecture, cloud-based technologies and associated cloud security, Cyber and IT policy and operations. He has managed and participated in system security certification and accreditation, penetration testing, and vulnerability assessments. After twenty years at Leidos, he left his position as the Chief Scientist and solutions architect for the Leidos National Intelligence Solutions Operation to start a private cybersecurity company. His business development experience complements his 20 years of service to the U.S. Air Force, where he served as Battle Commander on the E3A AWACS aircraft on multiple overseas deployments.

Doug Brisson

Mr. Brisson has broad domain expertise and a compelling record as a successful analyst, project and program manager, proposal manager, and technical writer. He draws upon a successful 24-year military career and has over 25 years of private sector business experience along with superb writing and organizational skills to add value to business development, capture, and proposal efforts. He has special competencies in corporate business operations and management, strategic planning, homeland security planning, defense and intelligence analysis, and training and oversight development. He has contributed to successful proposal teams for contracts totaling over $4 billion including the award of the JLTV contract to Oshkosh Defense.

Mr. Brisson was an Infantry Officer and designated a Foreign Area Officer focusing on the Soviet Union and Eastern Europe. He served in command and staff assignments in the United States and Korea including command positions with the 4th Infantry Division (Mechanized), 2nd Infantry Division, and as the Assistant Chief of Staff G5 82nd Airborne Division during Operation Just Cause. He was an intelligence analyst at the Defense Intelligence Agency focused on the Group of Soviet Forces, Germany. He was selected to be a speechwriter for General Carl Vuono and General Gordon Sullivan, both Chief of Staff of the US. Army. Mr. Brisson was a Team and Branch Chief at the On-Site Inspection Agency for the INF and START treaties where he led inspections in the Former Soviet Union and escorted Russian inspectors in the United States. His qualifications also included Airborne and Ranger Schools, Russian language, Jumpmaster, and Army and Joint Staff Badges.

Mr. Brisson’s post-military career has included supporting the DoD AQL Foreign Comparative Testing Program; serving as a writer for the National Defense Panel; an analyst at SAIC supporting a variety of DoD, Joint Staff, Department of the Army, and Department of State in efforts such as national security issues, DTRA under the Cooperative Threat Reduction Integrating Contract (CTRIC), counter WMD proliferation in Azerbaijan and Kazakhstan to DHS, and proposal support to major government contractors such as Oshkosh Defense, SAIC, Level 3, CenturyLink/Lumen, Maximus, LMI, USIS, and SODEXO.

Mr. Brisson graduated with a B.A. and M.A in History from Virginia Tech and the University of Virginia respectively. He completed all but his dissertation in Russian Area Studies from Georgetown University. He holds a Master of Military Arts and Science and is a graduate of the US Army Command and General College. He is also a graduate of the School of Advanced Military Studies and the US Army War College, as well as a graduate of the Defense Language Institute in Russian and the US Army Russian Institute. He has a Certificate in Program Management from Boston University and is certified at the Foundation level by the Association of Proposal Management Professionals.

Mark Byers

Dr. Mark Byers is an accomplished capture and proposal professional a seasoned and highly successful delivery with 29 plus years of multi-faceted experience in capture and proposal leadership positions for NASA, DoD, MDA, DHS, DoE, USSOCOM, FMS and commercial acquisition efforts. He has extensive hands-on experience with business development, aircraft flight test, engineering services and logistics services leading in-place and virtual teams of 8-155 SME and functional experts on contracts sizes from $3.5M-$5B. He has successfully coupled his diverse involvement in capture, business development & marketing strategy development and proposal prosecution with his graduate and professional education to increase new business success and impact on numerous GWACs, IDIQs, BPAs, small business set asides, and sole source performance based and requirements based bids.

While at Edwards, he was a member of, or led several instrumentation and guidance and control specific test teams, as well as serving as the Chief of the Professional Military Education (PME) school; separating in 1988 as the Instrumentation/Guidance and Control Branch Chief, 6510 Avionics Maintenance Squadron. He has served on high performance team development efforts for NASA and the Antelope Valley College as well as on the strategic marketing team for the USAF at Edwards AFB as a civil servant. This compilation of military and civilian experience has directly led to his innate drive to win while increasing bottom-line margin and lowering expenses in boosting new and repeat business. He attained his Ed.D. in Organizational Leadership from Pepperdine University and his MBA in Public Administration from Columbia Southern University as well as an MA from Azusa Pacific University.

Maxine Chaplin

Ms. Chaplin has 25 years of proposal related experience. She has managed proposals worth more than $500M at several large publicly traded companies and provided proposal oversight for bids worth $800M. Ms. Chaplin has in-depth knowledge and experience in pre-proposal activities and managing DoD, Federal Agencies, Commercial and Non Profit Marketing. Mr. Chase served as the Special Agent in Charge of the FBI’s Baltimore Field Office where he was responsible for all FBI operations in Maryland and Delaware. While Mr. Curasi served as Raytheon capture lead on the recompete of a multi-billion dollar counterintelligence technology support program for DoD, he was selected by the Executive Resource Council of the Transportation Security Administration (TSA) to be the Federal Security Director (FSD) of Kansas City International Airport (MCI) – universally considered the most difficult to operate due to its one-off configuration. Called by Members of Congress “The Airport From Hell,” MCI also had the distinction of being the second largest of the “Private Partnership Five (PP5)” airports that used federally contracted personnel in lieu of federally employed screeners.

For nearly seven years, Mr. Curasi brought the program in on time, under budget, and provided oversight of the team that had the fewest operational deficiencies among the PP5. The program evolved after five years into the Screening Partnership Program that presently encompasses over 20 airports nationwide. A rapid turnover of TSA HQ Program Managers resulted in Mr. Curasi’s being asked to backstop the program management office through review of evolving concepts, validation of operational performance data from other program participants, and the selection and mentoring of the FSDs whose airports were joining the SPP.

Mr. Ward previously served as Chief Operating Officer at Bunting Architectural Metals where he had direct responsibility for all of the company’s product realization functions, including project planning, estimating, project management, design and engineering, strategic sourcing, logistics, facilities management, manufacturing, installation, and field services. Mr. Ward reorganized the company’s reporting structure to align with ISO-based processes that he authored so that each department’s objectives directly correlated to the QAP manual. Mr. Ward also developed claims to recoup losses from several legacy projects that experienced project overruns and scope creep. Mr. Weinberger spent 22 years performing information technology services for the House of Representatives Committee on Appropriations, designing and implementing the first ever mainframe-based computer support systems for the Committee and later designing and implementing the first ever use of personal computers and computer networks for the Committee. Since his retirement from Congressional service, he has worked in proposal management at several private industry firms supporting government information technology and communications. He culminated this phase of his career serving for six years with Verizon Communications as a manager of proposal operations. For seven years Ms. Wood assisted students chosen for a federally sponsored Georgetown University certificate program in editing their documents and customizing their resumes for federal jobs related to national security. She also edited biographies and abstracts for the program’s annual Open Source Analysis Project Symposium.

Prior to her work at Georgetown, her writing and editing experience included curriculum writing for the advanced English phase of the Defense Language Institute, English Language Center (DLI/ELC) in San Antonio. Also certified as an Oral Proficiency Interview (OPI) rater, she regularly conduced OPIs, using the Interagency Language Roundtable (ILR) scale, for foreign officers preparing to train at US military bases. She also adapted curriculum and edited documents as needed when she was selected by DLI/ELC for a one-year project teaching at the Czech Military Language School in Brno, Czech Republic.  Ms. Wood went on to take a position as a USIA English Language Fellow at Palacký University faculty of education in Olomouc, Czech Republic, teaching writing and other courses to Czech teachers of English. Prior to returning to the United States, she spent a year as faculty editor and staff English instructor, editing publications, journal articles, and class materials for Czech Management Center (CMC) faculty, and enhancing the speaking and writing skills of CMC staff.
